FIRE DOOR
COMPLIANCE

Practical fire door inspection, remediation, maintenance and supply support for Responsible Persons, facilities teams, landlords and commercial property managers.

THE LEGAL FRAMEWORK

Regulatory Reform
(Fire Safety) Order 2005

The Fire Safety Order places duties on the Responsible Person to take appropriate general fire precautions and carry out a suitable and sufficient fire risk assessment.

WHY FIRE DOORS MATTER

A fire door is part of a building's life-safety strategy — not simply a door with a label.

Fire-resisting doors help protect escape routes and limit the spread of fire and smoke. Their performance depends on the complete doorset: leaf, frame, gaps, seals, glazing, hinges, closer, latch, ironmongery, installation and ongoing condition.

Inspection should therefore look at the doorset as a system, identify defects and establish an appropriate route to remediation, maintenance or replacement.

THE RRFSO EXPLAINED

What does the Regulatory Reform
(Fire Safety) Order 2005 require?

ARTICLE 3

Who is the Responsible Person?

In a workplace this is generally the employer where the workplace is under their control. In other premises it can be the person in control in connection with a business or undertaking, or the owner where appropriate.

ARTICLE 8

General fire precautions

The Responsible Person must take general fire precautions to protect employees and other relevant persons, so far as the Order requires.

ARTICLE 9

Fire risk assessment

A suitable and sufficient assessment of fire risks must identify the general fire precautions required. The assessment must be kept under review and updated when necessary.

ARTICLE 11

Fire safety arrangements

Appropriate arrangements are required for the effective planning, organisation, control, monitoring and review of preventive and protective measures.

ARTICLE 17

Maintenance

Where fire precautions are provided for the safety of relevant persons, they must be subject to a suitable system of maintenance and maintained in an efficient state, efficient working order and good repair.

ARTICLE 18

Competent assistance

The Responsible Person must appoint competent persons as necessary to assist with undertaking preventive and protective measures, subject to the detailed requirements of the Order.

RESPONSIBLE PERSON

Fire safety is an
ongoing management duty.

The Fire Safety Order is not a one-off inspection exercise. Fire precautions need to be planned, monitored, maintained and reviewed.

A robust fire-door management approach should include:

Identify fire doors and their roleRecord condition and defectsPrioritise risk-based remedial actionUse suitable competent contractorsMaintain inspection recordsReview after changes or damageControl alterations to doorsetsRetain product and certification information

THE LAW HAS EVOLVED

Fire Safety Act 2021 &
Building Safety Act 2022

Fire Safety Act 2021

For multi-occupied residential buildings, the Act clarified that the Fire Safety Order applies to the building's structure and external walls and to flat entrance doors between domestic premises and common parts. These matters must be considered within the fire risk assessment.

Section 156 changes

Changes made through section 156 of the Building Safety Act 2022 strengthened duties on Responsible Persons. From 1 October 2023, requirements include recording the fire risk assessment in full, recording fire-safety arrangements, and additional cooperation and information-sharing duties. Where someone is appointed to assist with making or reviewing the fire risk assessment, that person must be competent.

ENGLAND • REGULATION 10

Fire Safety (England)
Regulations 2022

Additional fire-door duties apply to certain multi-occupied residential buildings in England.

3 MONTHS

Communal fire doors

Where the building contains two or more sets of domestic premises and is above 11 metres, fire doors in communal areas must be checked at least every three months, including operation of self-closing devices.

12 MONTHS

Flat entrance doors

For the same buildings, the Responsible Person must use best endeavours to check flat entrance fire doors at least every 12 months, including self-closing devices, and keep records of the steps taken to gain access.

ALL RELEVANT BUILDINGS

Resident information

In multi-occupied residential buildings within Regulation 10's scope, residents must receive prescribed information about the importance and safe use of fire doors.
